TUESDAY, Dec. 18 (HealthDay News) ? Five U.S. eye care providers have been warned to stop misleading advertising about the special lasers used in vision correction procedures such as LASIK, the U.S. Food and Drug Administration said Tuesday.

Those ads and promotional materials do not offer consumers enough information about the potential risks, according to the FDA.

?Advertising by many eye care professionals who perform laser vision correction surgery provides patients with the risk information that they need to make informed decisions,? Steve Silverman, compliance director at FDA?s Center for Devices and Radiological Health, said in an agency news release. ?But providers whose advertising does not provide adequate risk information are finding out today that the FDA is serious about consumer protection.?

The FDA said the warnings were sent to: 20/20 Institute Indianapolis LASIK, in Indianapolis; Scott Hyver Visioncare Inc., in Daly City, Calif.; Rand Eye Institute, in Deerfield Beach, Fla.; Eye Center of Texas, in Bellaire; and Woolfson Eye Institute, in Atlanta.

If the providers do not correct their advertising and promotional materials to address the FDA?s concerns, the agency may take further action, including seizures, injunctions and fines, the agency said in its news release.

The most common risks of LASIK surgery include: dry eye syndrome, which can be severe; the possible need for glasses or contact lenses after surgery; vision problems such as halos, glare, starbursts; double vision; and loss of vision.

In May 2009 and September 2001, the FDA issued letters to eye care professionals nationwide outlining the agency?s concerns about improper advertising and promotion of laser eye surgery.

Film Society of Lincoln Center Fundraiser With Tom Cruise ...

?The Film Society of Lincoln Center is postponing a fundraiser and conversation with Tom Cruise that was scheduled to take place on Monday night, citing the shootings in Newtown, Conn.

The event was scheduled to feature an interview with the actor and a sneak preview of his upcoming action film, "Jack Reacher." Proceeds were going to be used to support K-12 education and new artist programs though the group's 50th Anniversary Fund.

"Out of respect for the families who lost loved ones in Newtown, Connecticut, we are postponing tonight's event," Rose Kuo, executive director of the Film Society, said in a statement. "We extend our love and condolences to our neighbors. Our community grieves with yours."

The Film Society did not say when the event will be rescheduled.

"We support Lincoln Center and their decision to postpone their fundraiser this evening," a spokeswoman for Paramount said in a statement.

"The filmmakers and Tom Cruise convey their heartfelt sadness and their deep condolences to the familes during this time," she added.

This is the second major "Jack Reacher" related event to be canceled or postponed in light of the Newtown killings. On Saturday, Paramount canceled the Pittsburgh premiere of the film out of respect for the victims of the school shooting.

"Jack Reacher" opens with a scene of mass-murder, during which a sniper kills five people. Director Christopher McQuarrie told TheWrap he fully endorsed the decision to cancel the premiere.

"Tom and I insisted upon it," he said. "Nobody should be celebrating anything 24 hours after a tragic event like that."

On Wednesday, Cruise will travel to Pittsburgh to screen the film, Paramount said, but there will be no red carpet.

The Film Society event was to be held at the Rose Theater at the Time Warner Center, in coordination with a retrospective of the actor's films. Entitled "All the Right Moves: The Films of Tom Cruise," that exhibition of his past work will run from Dec. 18-20.

The University of California, Berkeley has received a $1 million gift from the Evelyn and Walter Haas, Jr. Fund. The money will provide scholarships for almost 200 students who are illegal immigrants.

The award is the largest individual donation any American university has ever received for scholarships of this kind, reports the Santa Cruz Sentinel. It will go toward the school?s Dreamers Fund, an initiative designed to help improve access to education among illegal immigrant students.

UC Berkeley students from some 20 different countries who came to the United States as children and are still living in the country illegally while attending the prestigious university will receive the scholarship money.

While federal law does not allow illegal immigrants to receive Pell Grants, subsidized student loans or work-study aid, the 2011 California Dream Act made such students eligible for privately endowed scholarships and state-sponsored financial aid.

?We feel like these dreamers have already beaten the odds,? said Denis Chicola, a spokesperson for the Haas Jr. Fund, according to The Daily Californian. ?They have really proven themselves as hardworking students.?

Not everyone is slapping themselves on the back, though.

?Clearly it?s unethical,? says Mark Krikorian, executive director of the anti-illegal-immigration Center for Immigration Studies, according to NPR. ?What it means is that this foundation is valuing illegal immigrant students above American or legal immigrant students who can?t afford the tuition at the UC system.?

Google has adjusted the way that its image search works, especially for those looking for naughty pictures and video.

The Verge has confirmed through cross-browser searches that explicit content is being filtered out for certain Google image search queries in the U.S. and U.K. Even people who have "safe search" turned off are affected.

What's interesting is that Google's German image search site seems to be exempt from the changes.

Google gave an official statement to CNET:

We are not censoring any adult content, and want to show users exactly what they are looking for -- but we aim not to show sexually-explicit results unless a user is specifically searching for them. We use algorithms to select the most relevant results for a given query. If you're looking for adult content, you can find it without having to change the default setting -- you just may need to be more explicit in your query if your search terms are potentially ambiguous. The image search settings now work the same way as in web search.

Instead of having three options for search safety (off, moderate, and safe) users are now only given two options, which simply let you turn safe search off or on. The setting is turned off at first but?users are now presented with a pop-up warning when the search engine detects that you are searching for explicit content for the first time.

Fiscal cliff talks appear to be stalled

WASHINGTON (AP) ? Despite an intensifying pace, little progress is being reported in talks on averting automatic spending cuts and tax increases that have been dubbed the "fiscal cliff."

House Speaker John Boehner and President Barack Obama spoke on the phone Tuesday, a day after the president offered to reduce his initial demand for $1.6 trillion in higher tax revenue over a decade to $1.4 trillion. But Obama continues to insist that much of the revenue come from raising top tax rates on the wealthy.

Boehner countered Tuesday with another offer that aides to the Ohio Republican said stuck close to a document delivered to the White House a week ago. A top White House aide, Rob Nabors, came to the Capitol to respond.

Leading lawmakers expressed pessimism that a deal was close.

Analysis: Canada's foreign limits may hit oil sands growth

CALGARY, Alberta (Reuters) - New Canadian rules limiting control of its oil sands by foreign state-owned companies may turn away some investors who now covet more than minority stakes just as the industry seeks massive amounts of capital to fuel its growth ambitions.

The oil sands in western Canada, the world's third-largest crude reserve and source of much of the United States' oil imports, need an estimated C$120 billion ($121 billion) in investment in the next decade, according to the Alberta government, and the industry must tap numerous foreign sources for much of it.

However, in approving the contentious takeovers of Nexen Inc and Progress Energy Resources Corp by Chinese and Malaysian state-owned companies on Friday, Prime Minister Stephen Harper put a limit on potential money by ruling any future bids for control of oil sands businesses would be allowed only in exceptional circumstances.

"The government's concern and discomfort for some time has been that very quickly a series of large-scale controlling transactions by foreign state-owned companies could rapidly transform this industry from one that is essentially a free market industry to one that is effectively under the control of a foreign government," Harper told reporters.

The policy suggests foreign nations' state-owned enterprises must remain content with non-controlling interests in the 170-billion-barrel oil sands resource.

During the past decade, Chinese and other Asian companies, seeking energy to help fuel their growing economies, have steadily boosted the size of acquisitions, starting with minority stakes in start-up ventures, and increasing to, in two cases now, taking full control of oil sands projects.

Before its $15.1 billion bid for Nexen, China's CNOOC Ltd first became a 35 percent owner of the Long Lake, Alberta, oil sands project, by buying Opti Canada in 2011. This year it set its sights on the majority partner, Nexen, which also has assets in the Gulf of Mexico, North Sea and Nigeria.

"Would they have gone down that path, would they have bought Opti, if they had known it would be unlikely they would get approval to buy Nexen?" FirstEnergy Capital Corp analyst Michael Dunn said. "From that perspective, it's worrisome."

With its takeover of Nexen, CNOOC Ltd will get 100 percent of Long Lake and 7.23 percent of the Syncrude Canada mining and synthetic oil processing joint venture. Sinopec, another Chinese state-owned enterprise already has 9 percent of Syncrude.

One Asia-based energy banker said the new restriction could send Asian state-owned enterprises and their checkbooks to other jurisdictions with fewer jitters about foreign control.

"If anything, this will only encourage Chinese and Indian bidders to diversify even further to places like Brazil, Kazakhstan, West Africa and others," the banker said.

FOREIGN-FUELED GROWTH

Tightened investment rules for the tar sands, which require expensive and energy-intensive methods to produce and process into refinery-ready oil, come as the industry aims to double production from the resource to more than 3.2 million barrels a day by 2020. That is a cornerstone to Harper's stated goal of turning the country into a global energy superpower.

The policy will not affect all foreign companies or those with government ownership, just those deemed to be controlled by their governments. Indeed, capital from the United States, Britain, France, Norway and a host of other countries has gushed into the sector for years.

Ottawa has staked much of its trade policy on building ties with Asian countries, especially in energy. Much of the recent focus has been on constructing new pipeline access to the West Coast, where the Alberta crude could be shipped to lucrative Asian markets by tanker.

Alberta's government, which has strongly supported foreign investment in its oil sands as well as diversifying markets for the production, said it is possible that there could be a short-term negative reaction by potential buyers.

"The market capital votes with its feet and so I'm as interested as you are in terms of what the reaction to the decision is going to be in the marketplace itself," Cal Dallas, the province's international and intergovernmental affairs minister, told Reuters.

"I think that will be somewhat instructive in terms of what the direct impacts of the decision are. Longer term, the investment climate in Alberta continues, anywhere I travel to, to be seen as one of the most attractive in the world."

He said the province expects to have a say in any future oil sands deals.

From the oil industry's perspective, the rules are welcome as they clear up confusion about what Canada is looking for when it demands that foreign investments have a net benefit to the country. They had been criticized for being too vague.

"It doesn't stop the flow in my mind, and I honestly believe this, it opens the door to all those who have been watching this thing and saying, 'Just tell us how you want us to operate and we'll do that,'" said Greg Stringham, vice president of the Canadian Association of Petroleum Producers, the industry's main lobby group. "So that leads them down the path of more joint ventures, partnerships and those types of things."

Typhoon Bopha: Rescuers Search For Survivors As Death Toll In Philippines Climbs Past 500 (VIDEO)

NEW BATAAN, Philippines ? Rescuers were digging through mud and debris Friday to retrieve more bodies strewn across a farming valley in the southern Philippines by a powerful typhoon. The death toll from the storm has surpassed 500, with more than 400 people missing.

More than 310,000 people have lost their homes since Typhoon Bopha struck Tuesday and are crowded inside evacuation centers or staying with their relatives, relying on food and emergency supplies being rushed in by government agencies and aid groups.

"I want to know how this tragedy happened and how to prevent a repeat," President Benigno Aquino III said during a visit to New Bataan town, the ground zero of the disaster, where ferocious winds and rains lashed the area.

Officials have confirmed 252 dead in Compostela Valley, including New Bataan, and 216 in nearby Davao Oriental province. Nearly 40 others died elsewhere and more than 400 are still missing, about two-thirds in New Bataan alone.

Aquino told New Bataan residents gathered in the middle of toppled coconut trees and roofless houses that he was bent on seeking answers in order to improve their conditions and minimize casualties when natural disasters occur. Fatal storms and typhoons blowing from the Pacific are common in the Philippines, but most of them hit northern and central areas, and southern Mindanao Island is usually spared.

"We are going to look at what really happened. There are allegations of illegal mining, there are allegations of the force of nature," said Interior Secretary Mar Roxas, who traveled with Aquino. "We will find out why there are homes in these geohazard locations."

The economic losses began to emerge Friday after export banana growers reported that 14,000 hectares (34,600 acres) of export banana plantations, equal to 18 percent of the total in Mindanao, were destroyed. The Philippines is the world's third-largest banana producer and exporter, supplying well-known brands such as Dole, Chiquita and Del Monte mainly to Japan and also to South Korea, China, New Zealand and the Middle East.

Stephen Antig, executive director of the Pilipino Banana Growers and Exporters Association, said losses have been conservatively estimated at 12 billion pesos ($300 million), including 8 billion pesos ($200 million) in damaged fruits that had been ready for harvest, and the rest for the cost of rehabilitating farms, which will take about a year.

Government geological hazard maps show that the farming town of New Bataan, population 45,000, was built in 1968 in an area classified as "highly susceptible to flooding and landslides."

Most of the casualties were killed in the valley surrounded by steep hills and crisscrossed by rivers. Flooding was so widespread here that places people thought were safe, including two emergency shelters, became among the deadliest.

Poverty is widespread in the Philippines, and the disaster highlights the risks that some take in living in dangerous areas in the hope of feeding their families.

"It's not only an environmental issue, it's also a poverty issue," Environment Secretary Ramon Paje said. "The people would say, `We are better off here. At least we have food to eat or money to buy food, even if it is risky.'"

On another part of Mindanao last December, 1,200 people died when a powerful storm overflowed rivers. Then and now, raging flash floods, logs and large rocks carried people to their deaths.

The Bureau of Mines and Geosciences had issued warnings before the typhoon to people living in flood-prone areas, but in the Compostela Valley, nearly every area is flood-prone.

Vet 101 will return next week. A news story yesterday about a pet store theft in New Jersey disturbed me. Everything about it screams how wrong buying pets in pet shops is. The lack of security. The high prices. Hello, $3500 for a animal not bred at a legitimate breeder? Thievery is always about supply and demand. Consumer ignorance is no excuse. RIVERSIDE, Calif. Entomologist Marshall Johnson, an extension specialist and researcher at the University of California, Riverside, has received the Distinguished Scientist of the Year Award from the International Organization for Biological Control Nearctic Regional Section (IOBC-NRS).

Only one individual is recognized annually for the award. Nominees must have spent most of their career in the nearctic region, which encompasses the United States and Canada, and have made significant contributions to the area of biological control. Johnson has established an international reputation for outstanding contributions to the fields of biological control and entomology in research, teaching, extension, and administration.

During the past three decades, he has advanced entomology by developing and implementing successful integrated pest management programs in several cropping systems. He has elucidated the relationships between economically important pests and their natural enemies, and used this information to enhance biological control, thereby improving pest control and reducing reliance on insecticides. He has also been a leading contributor to understanding and mitigating negative effects of pesticides on pest control, including pesticide resistance, pest resurgence, and secondary pest outbreaks. Much of his work has focused specifically on the integration of natural enemies into systems where heavy pesticide use is common such as vegetable crops.

To date, Johnson has published more than 240 publications. Of these, more than 155 were refereed publications including journal articles, book chapters, and review articles. Nearly 100 of his articles specifically deal with some aspect of natural enemy biology or ecology. His published works have been cited over 4,100 times in the scientific literature.

But Johnson's impact on biological control extends far beyond the number of articles that he has published. He has served in a leadership role in several committees and organizations focused on coordinating and expanding the role of biological control. These include the Western Regional Committee on Biological Control; Customer Advisory Group, National Biological Control Institute; Experiment Station Committee on Policy Biological Control Working Group; and the IOBC-NRS. He has served as an editor of the journal Biological Control Theory and Application in Pest Management, and continues to serve on the journal's editorial board. He has helped organize and coordinate several conferences on biological control.

His many awards and honors include being named a fellow of both the Entomological Society of America and the American Association for the Advancement of Science. He is a recipient of the C. W. Woodworth Award from the Pacific Branch of the Entomological Society of America and the Entomological Society of America Recognition Award for Contributions to Agriculture.

Dawn Gluskin: Mind, Body, Fitness Goals: How I Lost My Pregnancy ...

Having recently gained 35 pounds when pregnant with my second daughter, I was left with 20 to lose upon returning home from the hospital and a closet full of non-maternity clothing that didn't fit. It wasn't easy, but I lost it all in about two months -- no starving and no gimmicks. I know that my results are not typical, but I'm sharing what has worked for me in hopes of inspiring others, at their own pace, to achieve their own fitness greatness!

There is no magic bullet, unfortunately -- just good, old-fashioned diet and exercise. It can really be broken down into simple math: When you burn more calories than you consume, weight comes off. We all know this, so what makes it a little easier for some than others? For me, I must confess that I actually love working out! I can't get enough of the euphoric feeling caused by an intense sweat session, waking up to achy muscles from the previous day's focus, the accomplishment of crossing the finish line after training for an endurance event, and the feeling of stress melting away while energy increases and a healthier body is created! Other side effects include a silhouette that you love in the dressing room mirror and increased confidence. What's not to love?

Are you in a bit of a workout rut or in need of a little inspiration? Here are some pointers to nudge you along in your own fitness journey!

Develop Your Own "I Love Working Out" Mindset

By focusing on all of the motivating factors and positive results of a workout, you'll stay on track and achieve faster results. Do you currently get excited about sweat sessions, or do they feel like a chore? The closer you get to a full-on love affair with getting your body into motion, the closer you'll get to your goals. Make a commitment right now to shift to positive thinking and emotionally connecting with the personal reasons for you to get workouts in. It's normal to think "this hurts" or "I'm too tired," but you have to push through. The best way to drown out the negative chatter is to flood it with positive emotion. How would you like to add years to your life so that you create more memories with your children? Would you like to reduce anxiety or stress levels? How wonderful would it feel to finally ditch a lifetime of bad habits, bask in the achievement of your fitness goals, and fit into those skinny jeans or cute dress? You can have everything you want! Figure out what makes you tick and let that voice guide you through your workouts.

Get It in and Make It Count

In other words, work out like you mean it and don't skip! We're all busy, but we make time for what matters. Start by getting clear on your commitment. Figure out the best days and times for you and mark your calendar. Think of them as self-care appointments and do not cancel! When it is time to work out, be totally present and focused so that you can put 100 percent of your energy into your session. A strong mind-body connection can help keep you totally focused on your workout, allowing you to work out more intensely and potentially burn more calories, while being mindful of form to ward off potential injuries. It can also help you to deeply appreciate the beautiful things you are doing for yourself. If you're brand-new to sweat sessions, just focus on getting through and how proud you are. You can increase intensity as you build strength and endurance. Take notice of how you feel before, during, and after a workout. The aftermath should be blissful!

Mix It Up to Keep Motivated

A good variety of workouts to meet your personal preferences is important. My own workout arsenal consists of running, yoga, TRX, Pilates, spinning, and Zumba/Hip-Hop. By constantly changing up and mixing up routines, boredom stays at bay. We also keep our muscles guessing by constantly challenging them in different ways. Variety gets results, and flexibility eliminates excuses to skip. What workouts resonate with you and fit into your lifestyle?

Squash the Excuses!

People often say they don't have the time or money to work out. But when you really want something, you find a way to make it work! We all have the same number of hours in each day and the flexibility to determine how our moments are spent. If you have time to sit on the couch and watch TV, than you have time to exercise. Don't have a sitter? Incorporate the kids into your workout routine! My 4-year-old loves to do yoga on her mat next to me, and the baby makes a great weight for doing walking lunges! As for not having money, there are a lot of free and low-cost options, if you are creative. Shop around to find a gym with a low monthly rate, or figure out what you can do at home: Download workout apps to your phone or tablet, find videos on YouTube, or go for a run or bike ride. Squash whatever excuses are coming between you and your workouts. Nothing is more important than your health!

Stay Inspired

It's easy to be gung-ho in the early stages, but don't fall out of love after the honeymoon. In the case of working out, results compound over time with regular and consistent sessions. The goal is for these sessions to become as normal a part of your routine as waking up and breathing each day. Visual aids are always brilliant for inspiration. Maybe it's a photo of some six-pack abs on your refrigerator? Or maybe it's that "before" picture of you that you are trying to get back to? Maybe it's a picture of your children with the words "creating more memories" written on it. It's about figuring out what truly inspires you and then finding the right tool to help keep you stay focused. Having measurable goals is a good way to stay on track, as is finding a workout partner to be accountable with.

Be Gentle With Yourself

Everybody is different. Nobody has the same health, same life, or same body as you. Don't ever compare yourself to others and don't judge yourself! Celebrate even your small accomplishments. Focus on the overall health goals, increased energy, extended life and vitality. It's going to take time, but you can do it!

Of course, working out is only half of the equation and what you fuel your body with is just as important. I confess that I also love to eat healthy... with lots of flavors, too! Stay tuned for my followup blog on clean, healthy eating.
